Ron, I googled this for around two days with no luck. What datazheet level on the Inhibit pin when you are applying the clock signal? This product is designed to run the common cathode displays but it can be set up to run a common anode. The CD does not allow reassigning counter states like I did here, because the 7 segment decodes are hard-wired, with the reset state of the counter decodes as zero.
